What you decide to photograph is clearly up to you but one still needs to ask the important question why?
Without a clear answer it will be almost impossible to build the image space in such a way as to express the message and / or feelings you have regarding the topic or object that you wish to photograph.
The where will depend on the topic / subject, its availability together with local conditions that might range from weather to political considerations. Furthermore adequate planning might be required to ensure optimum conditions that will allow you to obtain the image(s) you seek.
The when is also connected to where you are planning to take your images. However the season and time of day are almost critical to achieving the results you want. You may wish to reread the article on Light for more details.
The how refers to the technical aspects of obtaining the image you desire. It begins with being familiar with your equipment / camera and understanding its limitations. For example a simple point and shoot camera would not be very effective in capturing birds or dangerous wild life!
Other than the use of the automatic (A) feature on your camera where the predesigned hardware / software has control, one has other more important options such as aperture or shutter priority that allows you the control (and results) that you want.
